The University of Edinburgh and the Scottish Enterprise are set to build a "world-leading centre" for excellence in regenerative medicine and stem cells.
Some 560 jobs are expected to be created at the Scottish Centre for Regenerative Medicine (SCRM), which will be headed by Professor Ian Wilmut, who created Dolly the Sheep.
The centre will provide high quality laboratories and facilities for the 220 academics researching stem cells to tackle Alzheimer's and diabetes.
It is hoped that the project will generate 18.2 million per year for the Scottish economy.
Jack McConnell, who has announced that the executive will contribute 24 million to the plans, said: "One of the most exciting things about this announcement is that it will allow on this site over time, not just world-class science to take place, but crucially, manufacturing and commercialisation that will result from that science."
Meanwhile, a further 19 million from Edinburgh University and 16 million from Scottish Enterprise will be invested in the plans.
The Pharma Times claimed that the centre, part of the Centre for Biomedical Research at Edinburgh's Little France, will be equaled only by Kobe in Japan.
